Federal Need Analysis Methodology for the 2027-28 Award Year-Federal Pell Grant, Federal Work-Study, Federal Supplemental Educational Opportunity Grant, William D. Ford Federal Direct Loan, and TEACH Grant Programs
The Department of Education publishes the annual updated Federal Need Analysis Methodology tables used to calculate Student Aid Index and determine eligibility for Pell Grants, campus-based aid, Direct Loans, and TEACH Grants for the 2027-28 award year. The notice gives financial aid administrators and aid-processing systems the figures they must use for that award year’s federal student aid calculations.

The Department of Education is seeking OMB approval and public comment for a new Paperwork Reduction Act information collection titled “State Workforce Pell Program Certification.” The collection would establish the certification submission process the Department will use to gather state-level information needed to administer Workforce Pell eligibility.
