New Mailing Standards for Domestic Mailing Services Products
USPS amends the Domestic Mail Manual to implement domestic mailing services price adjustments effective July 12, 2026, along with related mailing-standards changes. The rule updates the operational standards mailers must follow for affected domestic Mailing Services products in parallel with the new rate schedule filed with the Postal Regulatory Commission.

The Postal Service proposes to amend the Domestic Mail Manual standards governing how mail-in and absentee ballots for federal elections are transmitted through the mail. If finalized, the changes would affect election officials and other ballot-mail users that prepare or send federal-election ballot mail under USPS mailing standards.
